CENRO's penalty for the Solid Waste Management Violation

As promised from my previous post, on Segregation in Davao, It's a Must!, these is the City Ordinance as approved by the government.
(City Ordinance No. 0361-10) Section 10. Mandatory Segregation of Solid Waste - The segregation of waste at source by generators such as household and all establishment is mandatory.
 And, as previously posted also, there are 4 types of waste:
Biodegradable Waste - excess food; fruit peel; fruit seeds; intestines of chicken, fish and meat; leaves and branches; grass; animal dirt, dead pets; tissue papers; barbecue sticks; cigarette ash
Recyclabe Waste (Non-Biodegradable) - Metal; Bottle; Glass and mirrors; Rubber Tires; Dried Paper and Boxes; Dried Clothes; Dried animal Skin; Dried Chicken Feathers; Plastics
Residual - Sanitary napkins; Diapers; Old Carpets; PVC plastics (oil containers and the likes); Ceramics; Tetrapacks; Candy wrappers, etc
Special Waste - Paint and Thinner; Dry Cell and Car Batteries; Spray Cans; Non-functional appliances; Damaged Cabinets and Chairs, etc.
And, as a reminder, again, that the type of wastes CENRO will be collecting are the Residual and Special. Biodegradable Wastes should be converted into compost, buried at the backyard or turned over to the Barangay. Recyclable wastes, on the other hand, can be sold to Junk Shops or specific manufacturing firms who has recycling.

Another reminder, throwing of garbages should be done between 6 to 9 pm only. There are designated areas  where you can throw garbages. For further information on these areas, you can always approach you local barangay officials.

For further information, the government has also included the Prohibited Acts.
Section 47. Prohibited Acts. Some of the prohibited acts: 
  • Littering, scattering, throwing and dumping of wastes in public places.
  • None segregation of solid wastes.
  • Open dumping and burning of solid wastes.
 And, the Penalties of None Segregation.
Section 51. Citation Tickets.  Administrative Fine
  • 1st Offense - Php 300.00 Fine and mandatory seminar to be conducted by CENRO;
  • 2nd Offense Php 500.00 Fine or a 5 day community service;
  • 3rd Offense Php 1,000.00 Fine or 10 day community service
  • 4th and succeeding offenses shall be prosecuted by the court.
Any person apprehended or cited for violation and who does not wish to contest the violation shall be allowed to pay the fine within one (1) week from the issuance of citation ticket, otherwise, corresponding case shall be filed in court.
Section 48. Penalties. Maximum Penalty shall be a fine of Php 5,000.00 and/or six (6) months imprisonment.
Please, let's start segregating and teach others to segregate for a greener Philippines.

What if ? if a person do not know this ordinance because he/she migrate to Davao for a month only? there will be a warning for the act commited?? for non-segragation.

If CENRO will only collect the Residual and Special wastes how does the homeowner disposed off the Biodegradable and Recyclables wastes?

For the :
1. Biodegradable waste - is it mandatory for the homeowner to bury the waste in
their lawn or backyard?.. Supposed the homeowner doesn't have a lawn or a
backyard space how do you proposed the homeowner disposed off these waste?

2. Recyclables - do you mean the homeowner themselves has to bring and sell these
waste to the manufacturing firms who does recycling?. Or is there any other way
more practical and easier for the homeowners to comply in disposing off these
wastes?..
